Wisconsin needs more housing, and communities need more tools to help make it possible.
That was the goal behind 2025 Wisconsin Act 235, one of the WRA’s major housing supply victories from the 2025-26 legislative session. Act 235 gives communities a new way to help address the upfront infrastructure costs that can stand in the way of new housing. The act allows municipalities to create residential tax increment districts (TID) to support qualifying entry-level, owner-occupied housing. In other words, new growth can help pay for the infrastructure needed to support new growth.
Now that the law is in place, the next step is helping communities understand how they can use it. The WRA, Wisconsin Builders Association and League of Wisconsin Municipalities created a new one-page fact sheet titled, "Act 235: Growth Pays for Growth — Workforce Housing TIDs." The resource explains how residential TIDs work, key requirements and how communities can get started.
